Consultation on amendments to Oakdown Farm plan
Consultation has started on amendments to the full planning application for a storage and distribution warehouse on land at Oakdown Farm on the A30 near junction 7 of the M3.
Basingstoke and Deane Borough Council announced that the application is to go back to the Development Control Committee later this year, but the date has not yet been set for the meeting.
Now the applicant, Newlands Developments, has submitted some revised plans and other documents for the planning application to update on proposed changes since the application was first submitted. The revisions to the proposed development relate primarily to changes in the landscaping levels on the site and a minor change to the proposed internal site highway layout.
The consultation, which has to be held when there are any amendments to a planning application that has been submitted, will run until Tuesday 28 September.
The decision to take the application back to committee followed Dummer Parish Council writing to the borough council challenging the legality of the decision taken in April. The committee voted to approve the application but planning permission has not been granted as the government’s Planning Case Work Unit is still considering a request to the Secretary of State to call-in the application. While this is under consideration a decision notice has not been issued.
Inconsistency
As there was an inconsistency in the report concerning the visibility of the building from Dummer which was not corrected during public speaking, the borough council has decided for completeness that the planning application should return to Development Control Committee so that there can be no uncertainty that the committee had all of the necessary information before it in taking a planning decision.
The borough council’s Head of Planning, Sustainability and Infrastructure Ruth Ormella said: “The Development Control Committee will assess the application in the same way as it would any other new application. There will be the opportunity for the applicant, ward councillors, the parish council and other groups and residents to speak at committee. We are consulting on amendments that the applicant wants to make to reflect some minor changes to their proposals.”
